According to The Insider, the claim is most likely based on a mistranslation of a statement which Biden made, during a visit to Tel Aviv, Israel:
The State of Israel was born to be a safe place for the Jewish people of the world. That’s why it was born.
Joe Biden was born in Scranton, Pennsylvania on 20 November 1942, roughly six years before the state of Israel came into existence.
