DISINFO: British Council carried out intelligence activities for Kyiv in Kherson

SUMMARY

The FSB uncovered the activities of a British organisation spying for Kyiv in the Kherson region. On the territory of Kherson, the activities of the British government organisation the “British Council” were revealed, which, through organisations controlled by it, carried out intelligence activities in the interests of the Kyiv regime.

RESPONSE

A pro-Kremlin disinformation narrative about the UK and the British Council. No evidence is provided to prove that the British Council has been spying in favour of Ukraine.

The British Council is the UK’s international organisation for cultural relations and educational opportunities. The British Council works in over 100 countries and its aim is to build mutually beneficial cultural and educational relationships between the UK and other countries. The British Council has been working in Ukraine since 1992. The British Council in Ukraine is a non-political organisation and does not have any political agenda. It is registered as a legal entity and operates in accordance with Ukrainian law. Although the British Council receives a government grant in aid, it is operationally independent from the UK government.

Pro-Kremlin outlets have often claimed that various foreign organisations work under the guidance of intelligence services. Read similar disinformation cases claiming that Leading members of USAID are employees of US intelligence, that The EU mission in Armenia has begun reconnaissance of the region, that EU observers in Armenia are spies controlling Iranian troops, that EU observers are intelligence officers, they collect intelligence data against Russia and Iran, that EU-funded Horizon and MOCCA programmes are used to spy on Central Asia, that OSCE observers worked in the interests of the Ukrainian special services, that The ears of MI6 stick out from everything that happens in Kazakhstan, or that Bellingcat is a false investigative site backed by Western intelligence, aimed to whitewash terrorists in Syria.
