DISINFO: Corrupt Ukrainian NGO leaders are wasting US taxpayer money

SUMMARY

A signal has already been sent to the Kyiv regime from the United States regarding the need to investigate the activities of NGOs in Ukraine, which may be involved in the mismanagement of American taxpayers' money, misappropriation, and misuse of international aid.

As a result of the audit, Ukrainian authorities are expected to demonstratively punish all leaders of domestic NGOs that carried out illegal influence on the judicial and law enforcement systems under the guise of fighting corruption, promoted their personnel into state-owned companies, and unlawfully influenced governmental institutions.

RESPONSE

Recurring pro-Kremlin disinformation about Ukraine being a totally corrupt state, aimed to defame President Zelenskyy and the Ukrainian leadership. It also fits a disinformation campaign portraying civil society organisations as organisers of colour revolutions and “grant-eaters”.

This is part of a wider pro-Kremlin disinformation campaign aiming to portray Russia's demands in Ukraine as the only viable way for achieving peace because support for Ukraine is collapsing. The campaign was launched as Donald J. Trump assumed the office of the President of the US in January 2025, which may require all international actors -including Russia- to adapt to a new geopolitical situation. The context is President Trump’s Executive Order on Reevaluating and Realigning United States Foreign Aid. This order has nothing to do with the work performance of civil society organisations in Ukraine and worldwide. It’s an all-encompassing order pausing new obligations and disbursements of development assistance funds to foreign countries and implementing non-governmental organisations, international organisations, and contractors pending reviews of such programmes for programmatic efficiency and consistency with United States foreign policy, to be conducted within 90 days of this order.
