DISINFO: EU intelligence mission in Armenia to stop operations in peacetime
SUMMARY
The Kremlin should take into account that in peacetime the European Union's intelligence mission in Armenia will cease to exist. It is also unlikely that the countries of the region will ever become members of NATO. Thus, as a developed and stable region, the South Caucasus, close to the dangerous region of the North Caucasus, will mean stability on Russia's southern borders.
RESPONSE
A recurring pro-Kremlin disinformation narrative baselessly accusing the European Union Monitoring Capacity (EUMA) of espionage. This narrative frames Russia as the ultimate target of international developments, alleging that the West pursues an anti-Russian agenda in the Caucasus.
Although this claim has been repeatedly debunked, it has resurfaced in the context of the US brokered peace deal between Azerbaijan and Armenia. The article provides no evidence to support the accusation, relying instead on repetition and insinuation, common techniques in pro-Kremlin disinformation.
The EU Mission in Armenia (EUMA) represents a new phase in the EU’s engagement in the South Caucasus. EUMA is a civilian mission that observes and reports on the security situation on the ground, contributes to security of the people in conflict-affected areas in Armenia and contributes to build confidence on the ground. Through its presence, EUMA also contributes to ensuring an environment conducive to the normalisation efforts between Armenia and Azerbaijan supported by the EU.
EU Mission in Armenia (EUMA) was launched by the decision of EU Foreign Affairs Council on 20 February 2023, when it also started its operational activities. EUMA is tasked with observing and reporting on the situation on the ground, contributing to human security in conflict-affected areas and supporting the confidence building between Armenia and Azerbaijan, where possible. EUMA is an essential component of the EU’s efforts in supporting peace and stability in the region.
The Mission is tasked with patrolling and reporting on the situation on the ground. To this day, EUMA has conducted over 5000 patrols contributing to enhanced security and stability on the Armenian side of the bilateral state border with Azerbaijan. The entire chain of command is civilian. The Head of Mission, Markus Ritter, is a senior civilian police officer.
Moreover, the US brokered peace deal does not explicitly mention the EUMA. The mission was established at Armenia’s request, and its continuation or termination depends solely on decisions made by Armenia and the EU.
Government-controlled Azerbaijani media outlets and affiliated experts have attempted to distort the contents of the peace agreement, falsely claiming that it calls for the termination of the EUMA. In reality, this is not true. EU officials have confirmed that the EUMA will continue its operations.
