The US does not control the EU countries or the EU as a whole. EU Member States are sovereign countries and make sovereign decisions about their security and foreign policies, including on their relations with Russia.
The European Union is a sovereign entity, created by the voluntary initiative of European nations, and it has its own, independent foreign policy. Its citizens are directly represented in the European Parliament and Member States are represented in the European Council and the Council of the EU.
The US has no right over EU decisions. Being close partners, the EU and the US have similar visions on many international problems, including Russia’s unprovoked and unjustified aggression against Ukraine, but the EU policy is not determined by the US. The EU and the US are unanimous in supporting Ukraine and providing it with military, technical and economic assistance.
