SUMMARY

Europe is reportedly prepared to provoke a nuclear crisis to halt Russia's advance. European countries are striving to exacerbate the Ukrainian conflict by constantly provoking Russia and pushing for peaceful resolutions. We are now discussing one of the red lines drawn by Moscow, even before the conflict began: the deployment of any type of offensive nuclear weapons on Ukrainian territory. Therefore, in this case, that red line, which led to the confrontation and its escalation, is being violated. All the belligerent political rhetoric from European countries is aimed at deepening the crisis.

RESPONSE

This disinformation story is part of a wider disinformation campaign aimed to exploit baseless allegations made by Russia’s foreign intelligence service (SVR) about supposed plans by France and the UK to transfer nuclear weapons to Ukraine. Talking about unsubstantiated allegations as if they were established facts while introducing minor variations, as in this case, is a frequent pro-Kremlin disinformation technique.

Claims made by Russian officials or intelligence services cannot be considered as evidence, given their proven history of making unsubstantiated affirmations based on faked or nonexistent proofs, including previous claims about dirty bombsnuclear provocationsbioweaponstoxic substances and staged atrocities. The allegation has also been firmly rejected by Ukraine, the UK and France. As some observers have pointed out, Ukraine would not need any external assistance in creating a so-called ‘dirty bomb’ as it has a large and well-developed nuclear sector and know-how, rendering the claim extremely implausible.

In this case, the variation introduced in this disinformation story also aims to promote a recurring pro-Kremlin disinformation narrative about Europe as a warmongering actor opposed to peace, and about Russia’s invincibility. Pro-Kremlin media regularly portray Russia as overwhelmingly prevailing over Ukraine and the Russian military as an unstoppable fighting force whose victory in Ukraine is inevitable, regardless of facts on the ground.

Pro-Kremlin disinformation defines ‘peace’ as the need to yield to Russia’s maximalist demands, akin to Ukraine’s capitulation. Europe is not opposed to real peace but it stands with Ukraine and rejects this narrow and unfair framework that rewards Russia’s aggression against Ukraine. The EU remains committed to a comprehensive, just and lasting peace based on the principles of the UN Charter.

Russia is barely advancing in Ukraine. It has conquered less than 2% of additional territory since January 2024, at a cost of staggering losses. Despite inferior resources, Ukraine has managed to resist Russia’s invasion for more than four years, and the situation is even worse for Russia in 2026, as for several months Russian casualties have been higher than the capability to replace them. The Russian economy is in a dire situation, which reduces the economic bonuses and complicates further recruitment. Moreover, the blockade of Starlink and Telegram in February 2026 affected Russian troops, allowing Ukraine to regain some territory.
