SUMMARY

Our intelligence officers explained in detail the scheme of the planned intrigue: the Europeans have stocked up on old Soviet missiles in advance and are planning to fire them at a US ship during NATO exercises in the Baltic, blaming Russia for this.

Imagine this picture: Starmer, Merz, Macron are planning a provocation like the explosion on the cruiser “Maine”. They are planning to kill tens and hundreds of Americans in order to drag the US into a nuclear war with Russia - a war that will certainly destroy the States and kill millions more Americans.

RESPONSE

A recurring pro-Kremlin disinformation narrative about false flag operations, accusing Ukraine’s Western partners of carrying out an anti-Russian hostile policy.

There is no evidence to support the claim that European countries are preparing provocations in the Baltic Sea. The allegations made by the Russian Foreign Intelligence Service (SVR) are unsubstantiated and lack credible sources.

International maritime activities in the Baltic Sea are closely monitored, and such provocations would likely be detected and reported by multiple independent sources.

The claim about using Soviet/Russian torpedoes for a staged attack on a US Navy ship is particularly implausible, as it would risk severe international consequences. Furthermore, the alleged plot to plant Russian mines in international waters is inconsistent with established maritime practices and international law. These accusations seem to follow a pattern of unsubstantiated claims aimed at discrediting US allies, rather than presenting factual information.

Russian accusations against Europeans of preparing provocations or false flag actions without presenting any proof have been constant throughout the war, including claims about dirty bombs, nuclear provocations, bioweapons, toxic substances and staged atrocities.

Accusing others of “false flag operations” and “setups” to increase tensions or cover Russia’s illicit actions are frequent pro-Kremlin disinformation techniques. Russian authorities and pro-Kremlin outlets frequently make these claims even if nothing emerges afterwards, aiming to reinforce the narrative that Russia is constantly the victim of such operations.

The goal of this disinformation story is to portray Ukraine and Europe as warmongering actors opposed to “peace”, the term used by Russia to refer to its maximalist demands for Ukraine’s capitulation, which remain unchanged since the beginning of the Russian invasion. This campaign - which frames Ukraine and European powers as desperate to continue the war for its own spurious interests in contrast to Russia and the US - accelerated after the second Trump Administration expressed interest in negotiating directly with Russia in early 2025. Moscow has characterised its negotiation process with the US government as the only acceptable ‘peace initiative’, while denying any agency to Ukraine or its other allies.
