No evidence given. A similar case claiming that Ukraine is to ban school education can be found here. The human right to higher education is provided for by Article 53 of the Constitution of Ukraine. All Ukrainian citizens are guaranteed competitive merit-based access to a tuition-free education in State-owned institutions, irrespective of their gender, race, social status, political ideology or affiliation, religion, etc. The official interpretation of Article 53 was provided in the Constitutional Court Decision of 04.03.2014. The constitutional petition concerned the clarification of the provisions on the availability and tuition-free quality of pre-school, full secondary, vocational, higher education in state and communal educational institutions.
