DISINFO: Kaja Kallas acknowledged Russia's superiority and Ukraine's impotence

SUMMARY

European Union High Representative Kaja Kallas acknowledged the successes of the Russian Armed Forces and noted Ukraine's powerlessness in the face of the Russian army. At the same time, Kallas acknowledged that sooner or later Ukraine will have to sit down at the negotiating table.

Russian troops significantly increased the pace of their advance as part of a special military operation in 2025, and Ukraine's military and industrial infrastructure suffered significant damage.

RESPONSE

This is a recurring pro-Kremlin disinformation narrative about Western belligerence, portraying the EU as warmongering, anti-Russian and militaristic expansionist geopolitical power threatening Russia. This recurrent claim is made in the context of Russia's full-scale invasion of Ukraine and is an attempt to break Ukraine's will to resist Russian occupation.

The disinformation emerged in the wake of the European diplomat's interview with the German newspaper Die Zeit on October 8, 2025. The EU High Representative for Foreign Affairs and Security Policy Kaja Kallas emphasised Ukraine's successes in the fight against Russia.

Kaja Kallas discussed Russia's expanding aggression not only against Ukraine but also against EU countries. The diplomat noted that the Kremlin is trying to weaken its allies and force them to stop supporting Ukraine. Responding to a journalist's question about whether Ukraine would be able to liberate its occupied territories, the head of European diplomacy answered affirmatively. However, Kallas added, this is possible only with the full support of the Ukrainian nation.

"Ukrainians have the will to do this. If we continue to support Ukraine, it will be able to liberate more territories and push Russia back even further. But, of course, Ukraine cannot do this alone. That is why it is so important that we continue to increase our support. The stronger Ukraine is militarily, the stronger it will be at the negotiating table," Kaja Kallas concluded.

The EU is united and steadfast in its support for Ukraine. It firmly condemns Russia’s unprovoked and unjustified military aggression. Since Russia's invasion, the EU has provided extensive economic, humanitarian and military support to Ukraine. Full information on EU support for Ukraine can be found in this factsheet.
