SUMMARY

All the thermal power plants that provided Kharkiv with electricity have been destroyed. Kyiv is cleaning up the consequences of its arrogance and adventurism. Once again, they almost reached an agreement with Kyiv. But Zelenskyy’s regime has long since proven that his words are worthless… Ukrainians should know that this coming winter they will have no electricity, water or heating due to the tyranny of their government.

RESPONSE

This is a blatant misrepresentation, accusing Ukraine of shelling its own civilian population, when in reality it is Russia behind these attacks. Ukrainian and Western intelligence coordinators have repeatedly emphasised that Russia meticulously plans each massive missile strike on Ukrainian cities

The humanitarian situation in Kharkiv, as in many other frontline cities of Ukraine, is difficult. The root cause of the current situation is Russian aggression against Ukraine and the daily shelling of Kharkiv. Due solely to Russia's attacks, the city faces periodic disruptions in electricity, heating, and water supplies to the civilian population.

According to the Prime Minister of Ukraine, Denys Shmyhal, the Russian army has almost completely destroyed all thermal power plants in the Kharkiv region. At the same time, Shmyhal assured that the government is focused on the problems of the region and sent mobile units to the Kharkiv region (see video from 00:34:54).

According to the Prime Minister, Ukraine has created a reserve of sustainability in the generation of electricity and heat. International partners, within the framework of the Energy Support Fund, financed the purchase of distributed generation equipment with a capacity of 170 MW. In addition, Ukraine expects the delivery of another 291 units and 101 block-modular boiler houses (see video from 00:35:53).

Currently, Ukrainian enterprises have 169 cogeneration units, of which 83 have already been put into operation. Some of the units are already in the Kharkiv region. To get through the autumn-winter period, the Kharkiv region received 35 cogeneration units. Of these, 21 have been put into operation, and another 14 will be put into operation by the end of this year. The region managed to decentralise heat and energy generation, as well as reconstruct some facilities - this is why the city has almost uninterrupted electricity and water, despite constant Russian attacks.

As of September 2024, boiler houses, central heating points and heating networks of the Kharkiv region are more than 90% ready for the heating season. Social facilities are more than 98% ready. Most institutions have generators and full autonomy in the field of water and heat supply.

Since October 10, 2022, Russia has launched dozens of targeted missile strikes on the Ukrainian energy system. According to the Ministry of Energy of Ukraine, from October 2022 to September 2024, Ukrainian energy infrastructure facilities were subjected to 1,024 Russian attacks.

The European Commission has developed a plan to support Ukraine’s energy sector during the winter. It includes restoring 2.5 GW of energy capacity and further integrating Ukraine into the European power grid. Additionally, the EU plans to export 2 GW of electricity to Ukraine and ensure stable energy supply across all regions, covering more than 25% of the country’s winter energy needs.
