DISINFO: Kyiv is preparing a chemical weapons provocation to blame on Russia

Ukrainian special services are preparing an anti-Russian provocation using chemical weapons. Taking into account the experience of provocations in the Syrian conflict, accusing the Russian Armed Forces of using chemical weapons is necessary for a new anti-Russian campaign in the UN structures and the world media.

Recurring pro-Kremlin disinformation narrative alleging that Ukraine is developing biological weapons and preparing chemical weapons attacks. Both narratives aim to shift attention away from Russia's responsibility for its war against Ukraine and its full-scale invasion.
There is no evidence to back the claim that Ukraine is preparing a chemical provocation or a use of the weapons of mass destruction. Ukraine is a part of the Chemical Weapons Convention. Ukraine strictly adheres to its international obligations on the non-use and non-proliferation of chemical weapons - this fact has been repeatedly confirmed by the Organization for the Prohibition of Chemical Weapons (OPCW), operating under the auspices of the UN. Since the start of Russia's full-scale invasion of Ukraine, the OPCW secretariat has been closely monitoring the state of Ukrainian chemical industrial plants and any threats of using toxic chemicals as weapons in the country.
Allegations about “false flag” chemical attacks in Syria have been debunked many times before. In fact, the constant use of chemical substances as a weapon by the Syrian regime of Bashar Al Assad, including the Douma attack, have been proven by UN investigators.
According to the Berlin-based non-profit organization Global Public Policy Institute, in Syria as of May 2020, out of 519 recorded cases of chemical weapons use, 349 attacks were classified as “credibly confirmed”. Based on a whole body of evidence, German analysts report that the chemical attacks were carried out by the government forces of Bashar al-Assad and their allies. Syria's main ally is Russia.
