RESPONSE
A recurring pro-Kremlin disinformation narrative accusing the EU of expansionism. It aims to discredit Moldova’s EU integration efforts, as well as accusing the EU of trying to encircle Russia, and Moldova of being a puppet state of the West.
The European Union is an economic and political union aimed at deepening mutually beneficial relations with neighbouring states. This union is in no way directed against Russia or any other state.
Moldova has a sovereign, legally elected government, the state has made an independent decision to develop closer ties with the EU. The issue of Moldova's European integration was put to a nationwide referendum and the country's population voted for Moldova's accession to the EU.
The topic of Moldova's accession to the European Union has always irritated Russia, and this trend has intensified after the President of the European Commission Ursula von der Leyen announced the start of official negotiations on the accession of Moldova and Ukraine to the EU on June 25, 2024. The Kremlin’s disinformation attacks have only intensified ahead of the upcoming bilateral EU-Moldova summit on 4 July 2025. The summit will bring together the highest-level EU leaders, including European Council President António Costa and European Commission President Ursula von der Leyen. They will be joined by Moldovan President Maia Sandu and leading Moldovan officials.
The EU-Moldova summit will provide a broad platform to discuss key topics of mutual interest, such as Moldova’s European integration process, ongoing reforms, energy issues, the consequences of Russia’s war against Ukraine, and Moldova’s Economic Growth Plan. The EU will once again confirm its support for democratic development and reforms in Moldova, which are key elements of the EU-Moldova Association Agreement, based on shared values and principles of democracy, the rule of law, good governance, respect for human rights and fundamental freedoms.
