Facebook alone decides which pages break its rules, with input from various research partners, as they explained in January 2019 when removing hundreds of Russian-linked pages.
Facebook launched a partnership with the Atlantic Council in 2018 to use its Digital Research Unit Monitoring Missions during elections and other sensitive moments. As the company states, it allows it to monitor misinformation and foreign interference and also to help educate citizens as well as civil society. The Atlantic Council is not the only organisation which cooperates with Facebook in the fight against disinformation.
