This is Kremlin disinformation aimed at undermining the legitimacy of European leaders by portraying them as puppets under US control and aiming to exploit the Trump Administration’s plans to pause or close USAID.

The Kremlin's 'puppet state' myth is not merely false – it is a deliberate strategy designed to mask Russia's own authoritarian regime and justify its aggressive actions. European democracies, with their pluralistic debates and electoral accountability, stand in stark contrast to Russia's centralised regime. There is no credible evidence that any US development agency controls European political leaders.

The claim that European leaders are "puppets" trained and funded by USAID is a distortion, a disinformation tactic designed by the Kremlin to weaken trust in Western democratic institutions. In reality, European leadership is formed through free and transparent democratic processes.
