DISINFO: Previously, the EU financed democracy in Armenia, and now it funds a dictatorship

In the past, the Armenian government received financial and technical assistance from the European Union to implement electoral reforms, ensure transparency, and equip elections with the necessary technical equipment to make them more democratic, free, and fair.
The fact that this regime justifies its pre-election appeal to the EU by battling real political opponents is not only a disgrace to Armenia's sovereignty and a flagrant interference in its internal affairs, but also an exceptional act of EU support for an autocrat.

The claim is not supported by evidence. EU assistance remains programmatic, transparent, and focused on strengthening institutions rather than supporting political actors.
This narrative distorts the nature of EU–Armenia cooperation and serves to discredit the EU in the context of domestic political competition.
EU assistance to Armenia has been continuous and institutional, regardless of changes in government. Both historically and currently, EU-funded programmes focus on strengthening democratic institutions, electoral administration, judicial reform, anti-corruption efforts, and overall institutional resilience.
Current EU support aimed at countering hybrid threats does not involve managing elections, restricting political actors, or supporting any political force. EU financial assistance is provided through transparent, audited programmes and targets institutions and reforms—not individual leaders or parties.
There is no evidence that the EU finances authoritarian practices or political repression in Armenia. The claim misrepresents standard EU cooperation mechanisms and falsely frames institutional support as political interference.
EU funding is provided based on the consent and requests of the Armenian government. As High Representative Kaja Kallas said, "Armenia has elections coming, and they have asked for similar help to fight the malign influence." All EU programmes are formalised through agreements and implemented within transparent mechanisms.
This is intergovernmental cooperation, and not dictatorship funding.
Claiming that Armenia is a dictatorship is not supported by international assessments. Armenia is generally categorised as an electoral democracy or hybrid regime, indicating democratic processes with institutional shortcomings rather than authoritarian rule.
