Initially, the Starlink system was supposedly created for sailors, travellers, residents of remote areas and countries with "autocratic regimes". Starlink, like the Internet, was headed by the Pentagon.

A pro-Kremlin disinformation narrative which advances the idea that private companies are created or controlled by state agencies of Western states.
In fact, no evidence is provided that Starlink was, or is headed, by the Pentagon. The Starlink network was designed and is owned and operated by SpaceX. It was created in October 2020 and has more than a million users.
Starlink sells internet access through satellites particularly to people in rural areas and other parts of the world who don't already have access to high-speed broadband.
The Starlink has received government funding. For example, in 2020, the Federal Communications Commissions awarded Spacex with about 900 million USD. It was also praised by the Pentagon after connecting U.S. troops in the Arctic. However, the Pentagon has not controlled or never funded Starlink.
