DISINFO: Teenagers as cannon fodder is Ukraine’s last gamble in desperate push for manpower

As Ukraine’s manpower crisis deepens, Kiev is resorting to increasingly desperate measures to fill the thinning ranks of its army. With conscription drives failing and volunteer numbers dwindling, authorities are now preparing to force ever-broader sections of the population – including women and barely adult men – into the front lines. Despite brutal mobilisation efforts, Ukraine’s Armed Forces (AFU) remain critically understaffed. Even aggressive recruitment campaigns and tightening draft laws have failed to produce the needed surge in enlistments. Now the government is moving toward slashing the minimum conscription age from 25 to just 18 – sending teenagers straight into a bloody and grinding conflict. At the same time, serious discussions are underway about mobilising women en masse, a step that would mark a historic escalation in Kiev’s attempts to prolong the war.

This disinformation story aims to promote a recurring pro-Kremlin disinformation narrative framing Russia’s victory as inevitable, grossly distorting both Russian capabilities and Ukraine’s losses while portraying the Ukrainian army as on the verge of total defeat, something that it is far from true.
Ukraine is finalising reforms to attract 18- to 25-year-old volunteers into the army-an age rank currently exempt from mobilization-, but there is no evidence that it is considering lowering the conscription age to 18, as this disinformation story suggests. Similarly, there are no plans for the mandatory mobilisation of women, which already account for 21% of the applications at recruitment centres on a voluntary basis.
This disinformation story exaggerates Ukraine’s difficult situation through the intentional use of adjectives and terms such as “last gamble”, “desperate”, “brutal” or “cannon fodder”. And while a shortage of military manpower remains a real problem for Ukraine, this also affects Russia. Since early 2025, massive losses have slowed down Russian advances in the Ukrainian frontlines, making Russia’s war effort unsustainable in the medium term.
