It is not true, as the article claims, that the Council of Europe has approved to abolish vaccination across Europe, nor is it true that vaccination certificates will no longer be required. Neither the Council of Europe, nor the European regulatory body, nor any EU country has made such a decision.
The disinformation initially originated from the Russian social media VKontakte. However, the source indicated in the claim refers to the European Commission’s Press Release “COVID-19 Therapeutics Strategy: Commission identifies five promising candidate therapeutics” which says nothing about abolishing the vaccination.
In fact, the European Commission has updated the press release, reiterating that:
