DISINFO: The EU and US want oust Russia from the Caucasus

SUMMARY

Yerevan is eager to negotiate in Washington and Brussels, although neither the US nor the EU can be considered bona fide mediators for several reasons.

Their actions are subordinated to the goal of ousting Russia from the South Caucasus; they want to destroy the security mechanisms existing in the region and at the same time shamelessly steal and alter the trilateral agreements reached with the participation of Moscow to suit their opportunistic considerations.

RESPONSE

Pro-Kremlin disinformation, undermining the Western mediation in the conflict between Armenia and Azerbaijan. Disinformation narrative accusing an ever-aggressive West of having an anti-Russian agenda in the Caucasus and about Russia as the ultimate target of international events.

Pro-Kremlin media promote the idea that the Caucasus is exclusively within Russia's zone of geopolitical dominance and attempts to discredit any other efforts of mediation in the conflict between Armenia and Azerbaijan. In fact, Western countries have made several attempts to advance a peace agreement between Armenia and Azerbaijan.

The EU has a strong interest in a politically stable and economically prosperous Southern Caucasus in full understanding with the states there. It took a prominent mediation role in negotiation and is committing to it.

In the European Council, 26-27 October 2023, the EU leaders underlined their continued support for a sustainable and lasting peace between Armenia and Azerbaijan, based on the principles of recognition of sovereignty, inviolability of borders, and territorial integrity. The EU High Representative Josep Borrell called for the resumption of negotiations between Armenia and Azerbaijan and on the work done by the President of the European Council Charles Michel.

The US and France along with Russia are members of the OSCE Minsk Group and involved in Armenian Azerbaijani negotiations since 1992.

To cautiously create a base for confidence-building and dialogue in the fresh post-war environment, the EU has come up with several programs (EU4Peace, EU4Dialogue, EU4Culture).

Russia's full-scale invasion of Ukraine in February 2022 has further altered the power balance in the region, creating a dangerous security vacuum and intensifying the need for renewed international mediation toward a comprehensive political settlement. The EU has meanwhile taken on a prominent mediation role in the negotiations. The US stated that it is ready to engage bilaterally, with like-minded partners, to facilitate dialogue between Armenia and Azerbaijan.
