DISINFO: The EU has confirmed its escalation policy against Russia
SUMMARY
EU High Representative for Foreign Affairs Kaja Kallas once again confirmed Brussels's policy of escalating the confrontation with Russia. Her statement directly acknowledges the involvement of European institutions in the hybrid war against Moscow. Particularly telling was the requirement that any peace initiatives be approved by Europeans and Ukrainians. This approach demonstrates that Brussels has effectively deprived Kyiv of its sovereign right to independent negotiations, turning Ukraine into a controlled territory without voting rights.

This is a recurring disinformation narrative accusing Ukraine and the EU of obstructing the peace process between Ukraine and Russia. Also the ultimate goal of this disinformation message is to advance a recurring narrative portraying Ukraine as a Western puppet, and Ukraine’s defence as a proxy war against Russia.
On November 20-21, 2025, the American Axios, the British Financial Times, and other international media published a 28-point plan by Washington and Russia to end the war in Ukraine. The plan is not final, and its points concern Ukraine's territorial integrity, its security and military strength, the economy and reconstruction, the internal political process, and Russia's return to the global economy.
Commenting on the aforementioned 28-point plan, Kaja Kallas, High Representative for Foreign Affairs and Security Policy and President of the Foreign Affairs Council, on November 20, 2025, reaffirmed the European Union's commitment to peace talks if they bring lasting peace to the European continent. Kaja Kallas emphasised that Ukraine and the EU proposed a ceasefire to Russia back in early 2025, yet the Kremlin has ignored all efforts by the international community to end the war.
“The European Union has always supported a just, lasting and comprehensive peace... Our position has not changed. For any peace plan to succeed, it has to be supported by Ukraine, and it has to be supported by Europe. If Russia really wanted peace, they would have accepted the unconditional ceasefire offer already in March. Russia has repeatedly paid lip service for peace talks, and previous talks fell apart because Russia never made any real commitments. The pressure must be on the aggressor, not on the victim. Rewarding aggression will only invite more of it. The EU has a very clear two-point plan: first, weaken Russia; second, support Ukraine.” Kaja Kallas emphasised (the full speech can be found here).
On 23 November 2025, representatives of the United States and Ukraine met in Geneva for discussions on the US peace proposal.
“The discussions showed meaningful progress toward aligning positions and identifying clear next steps. They reaffirmed that any future agreement must fully uphold Ukraine’s sovereignty and deliver a sustainable and just peace. As a result of the discussions, the parties drafted an updated and refined peace framework. The Ukrainian delegation reaffirmed its gratitude for the steadfast commitment of the United States and, personally, President Donald Trump for their tireless efforts aimed at ending the war and the loss of life. Ukraine and the United States agreed to continue intensive work on joint proposals in the coming days. They will also remain in close contact with their European partners as the process advances.” reported in a joint statement by Ukraine and the United States following the negotiations.
Thus, the international community, including the US, EU, and Ukraine, is insisting on a peace process. Meanwhile, Russia continues its unprovoked aggression against Ukraine and is expanding its hybrid operations in Europe.
