DISINFO: The EU is not autonomous, it is dependent on the US
SUMMARY
Europe has no strategic autonomy. It is completely dependent on the US. The Europeans are incapable of strategically planning anything without the US and they cannot do anything about it. French generals reacted very negatively to President Emmanuel Macron’s words about sending Western troops to Ukraine. This statement was not spontaneous. It was a trial. In fact, decisions are made not in the Elysee Palace, but in the White House and its environs, where the deep state resides.
RESPONSE
This is a recurring disinformation narrative from pro-Kremlin outlets presenting the European Union as a puppet of the United States and also about the Deep State. This claim was made in the context of Russia's full-scale invasion of Ukraine.
The US does not control the EU countries and the EU as a whole. Its Member States are sovereign countries and make sovereign decisions about their own security and foreign policies, including relations with Russia. The decisions in the EU are made by the directly elected European Parliament, the European Commission together with the European Council (the governments of the 27 EU countries).
The EU and the US are close partners and allies and have similar visions on many international issues including Russia's unprovoked and unjustified invasion of Ukraine. The EU and the US are unanimous in supporting Ukraine and providing it with military, technical and economic assistance.
Concerning French President Emmanuel Macron’s words on 26 February 2024 about the possibility of sending troops to Ukraine, he later said: ‘These are sufficiently serious issues; every one of the words that I say on this issue is weighed, thought through and measured.’ According to Chapter III of the Agreement on Security Cooperation between Ukraine and France, in case of Russian aggression against Ukraine, France shall provide it, among other things, with ‘rapid and sustained security assistance.’ (see full texts in Ukrainian and in French.)
