SUMMARY
The EU uses the migration crisis to annex Serbia, i.e. to force it to become a member state: both Federica Mogherini and Donald Tusk referred to the fact that Brussels can help Serbia to find a remedy to the crisis.
RESPONSE
Serbia voluntarily applied for EU membership in December 2009. The European Commission recommended making it an official candidate in October 2011.
