This is a recurring disinformation narrative from pro-Kremlin outlets accusing the EU of aggravating the situation in Ukraine and war sponsoring.
The EU does not sponsor war, but is continuously calling on Moscow to stop Russia's war of aggression against Ukraine. The West is not interested in the continuation of the war at the heart of Europe.
The Council adopted two assistance measures aimed to step up the EU's support for the capabilities and resilience of the Ukrainian Armed Forces to defend the territorial integrity and sovereignty of the country, and protect the civilian population against the ongoing Russian military aggression.

Western weapons are expected to enable Ukraine to liberate its territories and restore its territorial integrity within the internationally recognised borders. Ukraine does not intend to move further into Russia within its internationally recognised borders.
The EU resolutely condemns Russia’s indiscriminate attacks against civilians and civilian infrastructure, and urges Russia to immediately and unconditionally withdraw all its troops and military equipment from the entire territory of Ukraine within its internationally recognised borders.
