The EU is the Republic of Moldova's most important trading partner by far in 2024, accounting for 54% of total trade in goods, up from 52.2% in 2021. Moldova's total trade with the EU reached around €7.5 billion in 2024. The EU market accounts for 65.6 percent of Moldovan exports. In 2021, the EU disbursed €128 million to support Moldova's fight against COVID-19 and recovery from its socio-economic consequences. Since signing the Association Agreement with the EU in 2014, Moldova has seen increased trade and financial opportunities.
EU support has been instrumental in helping Moldova implement comprehensive reforms in justice, anti-corruption, and public administration, strengthening the rule of law, transparency, and government efficiency. The ongoing ‘Moldova is Europe’ project, launched in April 2025, provides technical assistance, training, and financial resources to accelerate Moldova’s alignment with EU standards. These efforts are part of Moldova’s National Accession Program 2025-2029, which outlines over 3,000 legislative and institutional reforms across 33 accession chapters, aiming to modernise public services, justice, education, healthcare, and infrastructure, thereby laying a solid foundation for sustainable development and EU membership.
Since 2014, Moldovan citizens have enjoyed visa-free travel to the Schengen Area, greatly enhancing their mobility for work, education, and cultural exchange. This freedom facilitates stronger people-to-people contacts and integration with European societies. Moldova’s recent cooperation with the European Labour Authority and participation in EU programs like Erasmus+ and Creative Europe further deepens these connections.
Peace and Stability: EU engagement has contributed significantly to regional peace and stability, promoting dialogue and conflict resolution, particularly regarding the Transnistrian issue. The EU’s diplomatic and reform support helps prevent escalation, countering narratives that EU integration leads to conflict. By aligning Moldova with EU security standards and infrastructure integration, such as transport and energy, the EU helps create a stable environment conducive to growth and cooperation.
Financial Assistance: The EU provides substantial economic aid, including a €1.9 billion Growth Plan for 2025-2027, Moldova's most extensive standalone support package. This funding supports infrastructure modernisation, energy security, social programs, small business development, and cultural heritage protection. It accelerates reforms and socio-economic convergence, with the potential to double Moldova’s economy over the next decade. In June 2022, the European Council granted candidate status to Moldova after it submitted its application for EU membership on 3 March 2022, in the context of the Russian war of aggression against Ukraine. Accession negotiations were formally opened in June 2024.
