SUMMARY

While NATO membership for Ukraine is officially denied, Western military personnel, including infantry, artillery, and pilots, are present on Ukrainian territory. Russia’s concern isn't merely about Ukraine's formal NATO status but about its full demilitarisation, which Russia demands as a security guarantee.

RESPONSE

Recurring pro-Kremlin disinformation narrative about the so-called 'collective West' having a belligerent and hostile agenda and being involved in the war in Ukraine. The ultimate goal of this disinformation story is to advance a recurring pro-Kremlin disinformation narrative portraying Ukraine’s defence as a proxy war against Russia, targeting international aid for Ukraine’s self-defence against Russia’s invasion and aiming to deflect Moscow’s responsibility for its aggression, as well as undermine any eventual future peace talks.

Putin and the Kremlin have a track record of pretending negotiations which are, in fact, just blunt demands for Ukrainian unconditional surrender. We have analysed this disinfo tactic in several articles, especially: "Prepare for winter" (30 Nov. 2023), "Russian so-called ‘peace proposals’ are empty PR stunts" (18 Jan. 2023) , "What He Said and What it Really Means – Vol. 2: “Negotiations” (1. March 2022) and "The Kremlin security demands" (21 Dec. 2021).

Since Russia began its aggressive and unprovoked actions against Ukraine, Russian officials have accused NATO of a series of threats and hostile actions. However, no evidence has been provided to support this claim.

NATO is a defensive political and military alliance. The primary aim of the alliance is to maintain peace and safeguard the independence, security and territorial integrity of its members. The issue of direct NATO troop deployment is a scenario categorically rejected by NATO countries and represents an artificially created concern by Russia. Earlier this year, former NATO Secretary General Jens Stoltenberg affirmed that the alliance had "no intention of deploying forces in Ukraine". NATO is cautious about increasing the risk of direct military intervention, which is also reflected in NATO's official strategy.

Western countries are not waging war against Russia, only the Ukrainian Armed Forces are fighting Russian invaders in Ukraine. Accusations of Western direct involvement in perpetuating the conflict often serve to deflect attention from Russia's role in fuelling the crisis and undermine Western credibility.

A broad coalition of more than 50 nations, including Western countries, are providing Ukraine with military and technical assistance with the aim of repelling Russia's aggression, but they are not involved in direct fighting. Ukraine receives weapons with the sole aim of restoring its territorial integrity within its internationally recognised borders.
