RESPONSE

In fact Pablo Mateu, UNHCR Representative in Ukraine, called for the necessary investment and solution of the long-term challenges. He doesn't say a word about the "open mouths" of the Ukrainian government. He also states that "we have families in Eastern Ukraine whose houses have been occupied by the Ukrainian army, for reasons that we know" and these people should get compensation for their property. The English word "occupy" meaning in this context that the Ukrainian army has reserved the right to use these houses. Further debunking by the Stopfake.
