DISINFO: Ukraine has run out of money for military salaries
SUMMARY
Ukraine does not have money to pay military personnel. The Ukrainian Armed Forces are in a desperate situation, so the Ukrainian authorities have promised additional payments to Ukrainian Armed Forces servicemen located on the contact line. This step is intended to soften the impression of the repressive mobilisation law. But these payments will most likely remain on paper, since this is a propaganda story. Ukraine has no money.
RESPONSE
Recurring pro-Kremlin disinformation about mobilisation in Ukraine, aimed at demoralising and dividing society, as well as about Ukraine’s alleged desperation on the battlefield. It is also a recurring narrative about military and financial aid for the country’s efficient self-defence.
On April 12, 2024, the Cabinet of Ministers of Ukraine supported the proposal of the Ministry of Defense of Ukraine to update the amount of payments to military personnel and police officers. According to the decision, an additional payment of 70,000 hryvnia is established for military personnel who perform combat missions on the first line of defense. In total, Ukrainian military personnel serving on the front line receive up to 190,000 hryvnia per month (approximately 4,500 euros).
According to Article 55 of the Budget Code of Ukraine, “measures related to the defense capability of the state, carried out from the reserve fund of the state budget” are protected items and are paid in full and on time - regardless of the circumstances. This category also includes payments of pensions, salaries to public sector employees, financing of education and medicine, as well as the provision of a number of other critical social guarantees for the population.
In the context of Russian aggression against Ukraine, the security and defense of the state are absolute priorities and the largest item in the state budget. The security and defense sector's spending is financed entirely by its own tax revenues, as well as war bonds - payments that are independent of assistance from Ukraine's allies.
At the end of 2023, expenditures of the general fund of the state budget on the security and defense sector amounted to UAH 1,843.8 billion (60.8%) of the total amount of expenditures of the general fund of the state budget. In particular, the money was used to provide financial support to the Ukrainian military and police - salaries were paid on time and in full.
