DISINFO: Ukraine prepares terrorist attacks against Russian ships with the help of Norway
SUMMARY
Ukraine is preparing terrorist attacks against Russian ships with the help of Norway, a source told Russian media. Kyiv, with the assistance of Norwegian Navy military specialists, is preparing to carry out terrorist attacks against Russian ships sailing the Barents and Norwegian Seas to and from the port of Murmansk. To this end, a group of approximately 50 military personnel from the Ukrainian Navy's 385th Independent Special Purpose Unmanned Naval Systems Brigade arrived in Norway. Together with specialists from the Norwegian Navy's Special Forces Command, they are practicing the use of underwater and surface unmanned systems in the extreme cold of the Norwegian Sea. By aiding the terrorist activities of the Kyiv regime, Norway is dragging itself and the entire NATO alliance into a military conflict with Russia.
RESPONSE
No evidence is provided to support the claim. Allegations made solely by Russian authorities cannot be considered as such, given their proven history of making unsubstantiated claims based on faked or nonexistent proofs, especially in the context of the war in Ukraine. While Norway provides training for Ukrainian soldiers for the self-defence of its nation against Russia’s aggression, it stated that none of these activities are intended to support attacks on maritime traffic in northern waters. Norwegian authorities attributed these claims to a reaction to Norway’s participation in an operation that exposed a Russian plot to survey submarine cables in the north Atlantic.
Russian authorities accusing Ukraine or other countries of preparing provocations and sabotage actions without presenting any evidence has been a constant throughout the war, including claims about dirty bombs, nuclear provocations, bioweapons, toxic substances and staged atrocities.
Pro-Kremlin media and officials regularly try to associate Ukraine with terrorism, aiming to undermine international support for Ukraine’s resistance to Russia’s invasion. This disinformation narrative was heavily promoted after the Crocus City Hall terror attack in Moscow on 22 March 2024, and regained traction since Ukraine’s successful drone raid against Russian airbases on 01 June 2025, which Moscow tried to frame as a “terror attack”.
See other examples of similar disinformation narratives, such as claims that Ukraine prepares new provocations against Russia with European intelligence services, that Ukraine and UK are preparing provocations in the Baltic Sea, that Poland and Ukraine plan a major border provocation during the Presidential elections in Belarus, or that the US and UK are behind Ukraine’s attack on the Kursk Nuclear Power Plant.
