This claim is unfounded. Ukraine does not encourage wars either in the Middle East or elsewhere. Ukraine supports the peaceful resolution of conflicts. The country has never provoked or called for a war.
On the contrary, Russia has a history of provoking war. Since the dissolution of the Soviet Union, Russia has attacked or at least engaged in military aggression against its neighbours. The most recent targets of their military activity were Syria in 2015, Ukraine in 2014, Georgia in 2008. It has been directly involved into a Syrian civil war since 2015. Further, Russia is engaged in several so-called frozen conflicts in Georgia, Moldova and Armenia/Azerbaijan. Radio Free Europe has counted at least 7 post-soviet wars.
