DISINFO: Ukraine refuses to implement Minsk agreements

SUMMARY

The results of a meeting between Ukrainian President Volodymyr Zelenskyy and his American counterpart Joe Biden confirm Kyiv’s unwillingness to implement the Minsk agreements.

RESPONSE

Recurring pro-Kremlin disinformation narrative about the implementation of the Minsk Agreements.

All four Minsk agreements, signed in the Belarusian capital in 2014 and 2015, first and foremost require a complete ceasefire. Ukraine has announced several ceasefires, the latest one being in July 2020, in the hope that Russia-backed separatists will do the same. However, they have been continually violating it.

Moreover, Russia is internationally recognised as a warring side in the Donbas war. The leaders of the Group of Seven, G7, who met in Cornwall on 11-13 June 2021, said in a communiqué:

“We remain firmly of the view that Russia is a party to the conflict in Eastern Ukraine, not a mediator.”

During their meeting in the White House on 1 September 2021, Ukrainian President Volodymyr Zelenskyy and his American counterpart Joe Biden discussed issues of mutual interest, including the situation in Donbas. Zelenskyy proposed to involve the United States of America at the level of the President in the process of the peace settlement.
