The Ukrainian-Polish declaration of Memory and Solidarity, made on 20 October to pay homage to Ukrainian and Polish WWII victims and to condemn external aggressors who attempted to destroy the two countries' national independence, does not say that the pact was outside the law - it simply condemns it.
