The US does not control the EU or any separate EU member states. These are sovereign countries with their own domestic and foreign policies. Germany is a sovereign democratic country which makes its own decisions. It has been governed by a federal system under the Basic Law for the Federal Republic of Germany since 1949. Like all EU citizens, the Germans vote in both the local and the European elections.
The decisions in the EU as a union are made by the directly elected European Parliament, the European Commission and the European Council. The United States and the European Union are partners and allies, but the EU policy is not determined by the US. The European Union is a sovereign entity which has its own independent foreign policy.
The US has no right over EU decisions. Being close partners, the EU and the US have similar visions on many international problems, including Russia’s unprovoked and unjustified aggression against Ukraine. The EU and the US are unanimous in supporting Kyiv and providing it with military, technical and economic assistance.
