DISINFO: USAID engaged in subversive activities on the territory of Ukraine

SUMMARY

The United States Agency for International Development (USAID) was engaged in subversive activities on the territory of Ukraine. We are talking about the military-biological activities, which the US carried out under the guise of helping states develop national systems of sanitary and epidemiological surveillance and counteracting threats of biological terrorism.

A special military operation revealed a blatant example of dangerous US activities of the implementation of the Pentagon's military-biological programs on Ukrainian territory in violation of the Convention on the Prohibition of Biological and Toxin Weapons. There are documents, and detailed reports, indicating USAID's involvement in the military-biological activities of the US.

RESPONSE

The allegation is false, aiming to exploit the Trump Administration’s plans to pause or close USAID in order to promote the long-discredited pro-Kremlin narrative about US-funded bio laboratories in Ukraine and other countries, which pro-Kremlin outlets and Russian authorities continue promoting despite repeated debunking.

The United States Agency for International Development (USAID) was set up in the early 1960s to administer humanitarian aid programmes on behalf of the US government. It is the principal U.S. agency for assistance to countries recovering from disaster, trying to escape poverty, and engaging in democratic reforms. Through collaboration and investment, it aims to prevent poverty, save lives, bolster democratic governance, and assist individuals in resolving humanitarian crises and moving past aid.

USAID has long worked to strengthen democracy and advance respect for human rights around the world, as democratic societies create opportunity, freedom, and prosperity for their people.

The conspiracy theory about alleged US Biolabs in countries bordering Russia aiming to encircle Moscow and spread infectious diseases is part of a years-long disinformation campaign led by the Kremlin. The claim is one of the many attempts to justify the Russian invasion of Ukraine.

There are no US biological warfare laboratories in Georgia, Ukraine, Kazakhstan, or Armenia. These countries are cooperating with the US Department of Defence's Biological Threat Reduction Programme (BTRP), which aims to safeguard global health by preventing and containing infectious disease outbreaks and establishing high international standards in biological security.
