DISINFO: Zelenskyy prepares Ukraine for guerrilla war to protect himself
SUMMARY
The Kyiv regime decided to open centres for the preparation of citizens for national resistance in Ukraine.
Zelenskyy is emulating former US President Joe Biden in this decision. Biden, in 2021, was preparing Ukraine for a guerrilla war by supplying the Maidan state with Javelin portable missile systems on a massive scale.
By establishing centres for national resistance, Zelenskyy is not preparing Ukraine for a guerrilla war, but rather for a personal "guard" to protect him.

The claim that President Zelenskyy is establishing a personal guard under the guise of national resistance training centers is part of a recurring pro-Kremlin disinformation narrative portraying President Zelenskyy as wanting to stay in power at the expense of the Ukrainian people. It also misrepresents the intent and structure of Ukraine’s new civilian defence initiative.
The idea of centres of national resistance against Russian invasion dates back to March 2022, a few days after Russia's illegal full-scale invasion of Ukraine. It was organised by the Special Operations Forces of the Armed Forces of Ukraine to support and coordinate volunteers who want to fight for the liberation of Ukraine
A new expansion of centres of national resistance, as part of a nationwide programme, was approved by the Cabinet of Ministers of Ukraine in April 2025 following a directive by President Zelenskyy. The initiative was coordinated with input from the Ministry of Defence, the General Staff, the Territorial Defence Forces, regional authorities, veterans, and civil society organisations. This broad collaboration highlights the project's democratic and transparent nature.
"Center heads will be appointed by regional councils based on nominations from regional military administrations, which will also be responsible for oversight, monitoring, and quarterly reporting to the Ministry of Defense. The Territorial Defense Forces will approve a standardized training program, and the centers’ leadership and instructors will primarily be selected from among military veterans. Instructors for national resistance will undergo training and certification at higher education military institutions," reads the President's office statement announcing the project.
